| | Assessing | Assessing determines the value and classification of all real property for tax purposes and processes all property tax exemptions and appeals. |
| | Attorney | Provides the following services to the city:
All of the law business in which the City or any of its departments may be involved in.
Represent the city in all lawsuits or other court proceedings. Advise the Board of City Commissioners and other city officials.
Manage all damage claims filed against the city.
Prosecute all ordinance violations in Bismarck Municipal Court and Burleigh County District Court.

| | Finance | The Finance Department provides support services to the City’s operating departments in the areas of finance and budget. |
| | Fire | The Bismarck Fire Department protects the life and property of the people who live in, work in, and visit the City of Bismarck. |
| | Human Resources | The Human Resources Department is responsible for services related to: employment; recruitment and hiring process; employee compensation and benefits; payroll; retirement; safety and loss prevention; workers' compensation; and training.

| | Library | Full-service municipal Library directly handling the needs of Bismarck and Burleigh County residents. The library also has children’s, teen, and adult programming including story times, computer classes and film events.
